I will make a Telegram bot for you with Python.
First, you choose a plan.
Then write me, what do you want to implement in a bot.

After that, I'll say if everything is possible to do, because even huge Telegram API can't do everything.
Then I'll write the code asking some questions when needed.
For example, to start coding your bot you should either have a Telegram account and create a bot, or you should tell me name and username(that's not the same) of your bot, and I'll create it.
After finishing coding, I'll send you the code in .py extension or in archive if bot will use folders or DB.
Then you'll say are you satisfied or not. If not, number of revisions is unlimited and I'll try my best to create the bot you want. If your plan is Pro(or Premium) bot, I'll also discuss with you how to host your bot. I hope that you'll be satisfied of this Telegram bot!
